A simple program launcher with CPU

You can now double-click on a favorite to launch it.
When adding an exe and the Title is blank the folder name will be entered as
the title for you.
Allow only one copy of Launch and Set to load and restore to desktop if
already loaded.

Added standard browse for EXE. (Click Target button)

Sits in the system try instead of the taskbar now.
When dragging and and dropping EXE files into the Target box quotation marks
will be removed for you.
Usage:
Drag and drop an executable file (".exe") into the Target text box or
type in the path and file name or browse for exe.
Enter file parameters in the Options text box.
Notes:
Does not support changing affinity settings of two or more copies of the
same named program.
You can not change the Run command, default is Normal Window.
